Starting January 31, Russia will restrict traffic through 16 checkpoints on the border with China

On January 30, the Center for Corporate Transport Services of JSC Russian Railways first announced the closure of the freight railway connection with China on January 31, and then canceled its own operational order. Copies of both documents are available to the publisher.

According to the decree of the Government of the Russian Federation, from January 31, Russia will restrict movement through 16 checkpoints on the border with China to prevent the spread of coronavirus, an outbreak of which is recorded in China. Among them are automobile and railway checkpoints located in the Chita and Amur regions, Khabarovsk and Primorsky territories, as well as the Jewish Autonomous Region. According to the administration of the Almaty region of the Republic of Kazakhstan, the Khorgos border center is closed until February 15th. An order of the Government of the Russian Federation to restrict traffic through checkpoints with China was issued without a breakdown by mode of transport, said Alevtina Kirillova, project manager for the development of export logistics of the Russian Export Center (REC). Therefore, it’s still difficult to talk about exactly what restrictions will be in place, the interlocutor of Logirus added.

– At the same time, the influence of coronavirus, in terms of a possible decrease in cargo flows, is already felt. Many enterprises are closed in China, and trading operations are limited. Kazakhstan has also temporarily suspended work at the Khorgos international center for cross-border cooperation, said Alevtina Kirillova. – Therefore, we expect a certain decrease in both export-import and transit freight flows.

The expert does not exclude that an outbreak of coronavirus in China will affect agroexpresses. However, REC will continue to attract new items of export cargo for agricultural trains and work out new export routes for the future, believing that China will soon cope with the unforeseen quarantine situation, added Alevtina Kirillova.

The representative of the logistics company AKFA, which specializes in the delivery of groupage cargo from China, noted that so far it does not have any specific information.
