Reform of utilization payments was postponed until the fourth quarter of 2020, Vedomosti writes, citing its own sources in the Russian Presidential Administration.

The initiative to postpone the discussion belongs to Deputy Prime Minister Victoria Abramchenko. The postponement of deadlines is necessary in order to work out the concept in detail, to calculate the economy of the industry, connecting the Ministry of Industry and Trade and the Ministry of Agriculture to the discussion, the source of the publication added.

Representatives of the business community also talk about the need to delay reform. For example, Konstantin Rzayev, chairman of the board of directors of Ecotechnology Group of Companies, believes that it is better to wait a bit before accepting the “raw version”. Lyubov Melanevskaya, Executive Director of RusPEK, also declared the need for a quality study of the document.

At the moment, the environmental duty is required to pay those enterprises that themselves are not involved in the disposal of goods and packaging. According to the Ministry of Natural Resources for 2019, only 15,000 out of 160,000 companies reported on recycling. Payment of the environmental tax has not been debugged either, the ministry complains. According to forecasts, in 2020 the volume of revenues to the treasury from the payment of the environmental tax will amount to only 2.8 billion rubles, in 2021 – 3.8 billion rubles.
