Since 2021, it will be possible to draw up electronic transport invoices (ETRs) thanks to the launch of the multi-functional Super Service 22, developed by the Ministry of Transport. Evgeny Tkachenko, Deputy Director of the Department of Development Programs of the Ministry of Transport of the Russian Federation, spoke about the new technology.

“The new service will help ensure the interconnection of our cargo flows with neighboring countries and organize“ green corridors ”of traceability and clearance of goods on them,” Mr. Tkachenko explained. – This is a long overdue issue, which in the near future, I believe, will go into the stage of practical implementation. We must move to a machine-readable data format, which will have legal significance in this case, ”said Yevgeny Tkachenko.

In addition to issuing electronic consignment notes, Superservice 22 will provide several more options. These include the carrier’s “Personal Account” on the state information resource, paperless registration of special permits for heavy and bulky goods, paperless registration of waybills, as well as the possibility of electronic reservation of the time at which the checkpoint crosses the state border.

– The solution to this problem will require, inter alia, changing the operating mode inside the checkpoints. In order for the reservation of time to have its own significance, so that a preliminary informing function could be added to it. We specifically included this problem so that the shift to digitalization is comprehensive, ”commented the Deputy Director of the Department of Development Programs of the Ministry of Transport of the Russian Federation.

The first step towards the implementation of “Superservice 22” will be the creation of state registers of carriers, vehicles with the assignment of unique identifiers. In the future, this step will allow us to proceed to the machine processing of shipping documents. Identifiers will also allow you to enter unique ETR numbers. This will help to avoid unnecessary “duplication” of documents.

In the longer term, “Superservice 22” will make it possible to switch to multimodal processing of goods in an automated mode using various digital technologies. They plan to start creating the service in 2020, so that by 2021 it will already work in terms of ETR functions.

The main characteristic of the electronic document management system in freight traffic, the expert of the National Association of Automobile and City Passenger Transport Enterprises Taras Koval considers “a correctly prescribed and working algorithm”. In addition, it is important to correctly configure the bandwidth of the servers that will serve the system, added Andrey Savin, Commercial Director of Traft.

– An enormous amount of data will pass through the electronic document management system hourly. All this should be processed and stored promptly. That is, the load on the back end, on the infrastructure, will be enormous. Therefore, it is very important to carry out load testing of services in advance, – Andrei Savin summed up.
